An agent on a full-privilege role can run UPDATE or DELETE with no WHERE clause, DROP a table, or read every row in the database. One wrong tool call, prompt injection, or hallucinated query is enough. A system prompt is a suggestion, not an enforcement boundary, so the control has to live outside the agent.
